approximately 6 hours between 1pm and 7pm (Pacific). This
corresponds with starting just after US market close at 4 PM EDT.

For Microsoft Money, this will affect third party statement
downloads, and it may limit those with a LiveID/Passport on the file
to signing in offline.

I don't know if there could be other effects, such as quote
fetching, during that time.
